
Officials report extensive damage in Plaquemines Parish in southeast Louisiana, where Isaac made landfall with top winds of 80 mph.

Isaac’s storm surge swelled the Mississippi River from its mouth upriver to New Orleans. In parts of Plaquemines, the river was lapping at the levee top.
Power outages are widespread and expected to grow as Isaac moves inland. State officials say an estimated 3,000 people are in shelters across Louisiana.
In New Orleans, thousands of law enforcement officers and Louisiana National Guard troops are poised for possible rescue efforts. Roadways in the city’s eastern sector are reported flooded and trees are down.
